The Information Technology consortium (Aquarius, Yadro and others) is discussing with the Ministry of Industry and Trade the possibility of limiting state-owned companies in the purchase of foreign electronic products, sources among electronics developers told Kommersant.

Some companies bid for “works” or “services” for the installation of electronic products, rather than for their purchase, and end up purchasing and installing foreign equipment instead of domestic equipment. By the end of 2023, there was a 10% increase in such tenders, resulting in a loss of up to 10% of potential revenue for some local suppliers.
The “odd second” rule suggests that in public procurement of radio electronics, if at least one Russian manufacturer from the register of the Ministry of Industry and Trade applies for the tender, then the customer is obliged to reject other applications.
According to the interlocutor, Russian electronics manufacturers contacted the Ministry of Industry and Trade to clarify the situation in the fall of 2023.
RosSHD Director Oleg Izumrudov confirmed his knowledge of the consortium’s negotiations with the department. He also emphasized that the problem of circumventing the rules for the purchase of Russian electronics is relevant for the segment of servers and communications equipment.
According to their estimates, in this segment up to 15% of purchases are made under the pretext of requesting “services.” “This leads to evasion of property taxes, since the ‘purchased’ equipment does not appear on the balance sheet, which is a violation of current legislation,” Izumrudov noted.
