Internet advertising distributors must contribute 3% of their quarterly income to the federal budget. In the second reading of the bill, corresponding amendments were made to the mandatory indication in advertising of complete information on the conditions and amount of loans. They were supported by the Information Policy Committee of the State Duma.

Consideration of the document in second reading is scheduled for December 10. Modifications are proposed to the Law “On Advertising”.
According to the modifications, companies must make “mandatory contributions [в бюджет] of the amount of income received from the sale of Internet advertising distribution services. The calculation basis will be the quarterly income received by advertising distributors and advertising system operators.
“Mandatory deductions <...> They are set at 3% of the base for calculating mandatory contributions,” the document states.
It also notes that advertising placed on the websites of radio and television stations, news agencies and government organizations will not pay mandatory contributions.
The money raised will be used to support copyright holders of software included in the state registry of Russian software, as well as to develop information resources, the list of which will be established by the government.
Kommersant reported in early October that they were introducing a new fee for online advertising in Russia. In mid-November, RBC clarified that the fee would be 3% and would be charged to advertising distributors and advertising system operators.
Advertising industry representatives interviewed by Forbes noted that the additional fees will inevitably have a negative impact on the entire industry; For example, they will lead to an increase in prices for the services of advertising operators and accelerate inflation.
In early December, Forbes wrote that the Federal Antimonopoly Service had developed criteria for classifying information as advertising on the Internet. According to the document that has reviewed the publication, advertising will be considered information published on marketplaces, classified ad sites and search engines.
