The Federal Antimonopoly Service opened 143 administrative cases in 2023 related to complaints about advertising received without consent. This is stated in the HFLabs study.

The main spammers in 2023 were banks and microfinance organizations: complaints against them accounted for 33% of the total volume of citizens’ complaints to the FAS.

“Many companies send mailings with the help of small individual entrepreneurs. For this reason, it is the senders who are under the attention of the FAS, while the brands themselves do not formally suffer in any way,” noted HFLabs consent expert Timur Safiullin.

Compared to 2022, the number of complaints and cases initiated as a result of them decreased from 148 to 143. Unlike 2022, in 2023 the markets were also among the spammers (3% of complaints).
