An interdepartmental commission will appear in Russia that will issue permits for the use of works of intellectual activity without the consent of foreign copyright holders. The resolution of the Cabinet of Ministers on the creation of such a body and the rules for its activities are at the disposal of RBC.

The commission will grant permits in exceptional cases based on applications from companies in which the State or citizens of the Russian Federation own a share of at least 75% of the company. In this case, a mandatory condition is to comply with all formalities: receiving a refusal from the copyright holder or not receiving a response from him within the prescribed period.
The commission will become an instrument to limit intellectual property rights in the interests of national security, the message underlines.
In February 2024, Russian President Vladimir Putin ordered the creation of such a commission and determine the rules for its work. The Ministry of Economic Development confirmed that work is underway to create a new body.
