The court considered that the reasons given by the European Council for including businessmen on the sanctions list were not sufficiently substantiated.
In March 2024, the EU excluded Yandex founder Arkady Volozh from the sanctions list, while previously refusing to lift sanctions on Roman Abramovich and rejecting an appeal against sanctions by businessman Alisher Usmanov.
