The Chamber of Commerce and Industry, for example, believes that companies should also report on the putting into circulation of products, including sales to the end consumer.

Rospotrebnadzor also supported this idea, highlighting its effectiveness against counterfeiting. However, not all experts share this opinion and point out that, despite labeling, counterfeit products continue to reach customers.

Currently, parallel imports affect 40 product categories. According to business estimates, this approach made it possible to reduce the average price of products from various product groups from 7 to 50%.

On March 28, 2022, the Ministry of Industry and Trade proposed abolishing liability for parallel imports of products that are “necessary to saturate the consumer market.” FAS advocated expanding parallel imports to all goods, with certain exceptions.

On March 30, the Cabinet of Ministers allowed parallel imports, that is, the import into the Russian Federation of “original goods in demand” of foreign origin without the consent of copyright holders.
