The Ministry of Digital Development and the Central Bank will test the commercial consent platform (PCS) on the basis of Gosuslug at the end of 2024. With its help, Russians will be able to receive services from various banks, microfinance organizations, insurance companies, brokers , possibly shops, medical institutions, etc. without additional information about themselves, writes Izvestia.

By the end of 2024, Gosuslugi will test a consent platform for data sharing by customers.

The organization will share information about customers through APIs – software interfaces for exchanging digital data. The gradual introduction of the mandatory use of open APIs in the financial market is planned from 2026. The system may subsequently be extended to other service providers.

It is assumed that the exchange of customer data through open APIs can only be done with the customer’s consent. At the same time, the user must be clear about what they are signing up for and it must also be possible to track all their consents and revoke any of them.

To this end, it is planned to begin testing a prototype of a commercial consent platform based on the State Services portal with market participants at the end of the year.

The Central Bank highlighted that only citizens’ consents will be stored on the platform, and not information about them.

  • Previously it became known that a unified system for receiving and processing business would be launched in Russia at the end of 2025. This will be a feedback platform based on State Services. The pilot version is currently being tested in ten regions and from the second half of 2024 it will be distributed throughout the country. The mechanism will help entrepreneurs quickly resolve issues related to investments, profits and financial support. Applications will be processed by regional government agencies.
