Deputies are developing a law to label content created or using artificial intelligence. Policymakers are researching other countries’ experiences and consulting with experts.

According to MP Anton Nemkin, the uncontrolled development and wide dissemination of artificial intelligence services creates the risk of appearing not only unverified materials, but also completely incorrect and erroneous facts and figures.
As the parliamentarian clarified to RIA Novosti, graphic watermarks must be used for marking.
“The main thing is that these marks are discreet, but at the same time clear and noticeable to any user, so that they understand what content is in front of them and can analyze it more carefully,” Nemkin said.
At the same time, it is currently unclear what kind of experience will allow us to recognize the degree of AI involvement in the creation of a particular text. Therefore, the parliamentarian believes, the Russian services will have to label all generated texts by default.
According to Nemkin, Russian technology companies should start thinking about digital marking technologies now. In particular, this applies to Sberbank and Yandex, the deputy clarified.
At the same time, the parliamentarian pointed out that some of the content “is created for destructive purposes; “It is irrational to expect their creators to label them.”
As a solution, Nemkin proposes giving Roskomnadzor additional powers to allow agency representatives to conduct examinations. After checks, such contents should be forcibly flagged or blocked.
