The tightening applies to those who received a Norwegian visa before spring 2022 and those whose visas are issued by other Schengen countries.

Exceptions were made for those traveling to visit close family, work or study in any Schengen country.

As of March 2022, Norwegian visa centers in Russia stopped accepting applications for a Schengen visa or residence permit. A year later, Norway banned cars with Russian license plates from entering the country. Lithuania, Latvia, Estonia, Finland and Poland have introduced the same restrictions.
