Depending on the article, the authors will face a fine of up to 1.5 million rubles or equivalent to other income for a period of up to two years, or a prison sentence of up to seven years.
There are many examples of people left with nothing because their voices are fake. That is why the Criminal Code aims to take into account modern realities,” explained Yaroslav Nilov.
At the same time, according to Oleg Matveychev, Deputy Chairman of the Committee on Information Policy, Information Technologies and Communications, the very concept of “deepfake” has not yet been included in the legislation. To introduce it into legislation, it is necessary to clearly define its formulation on a scientific basis, he noted.
The Ministry of Digital Development plans to create a platform to identify deepfakes created using artificial intelligence (AI) technologies. It is not reported when the platform is scheduled to be launched or who will develop it.
Currently, forensic scientists and information security specialists manually identify deepfakes by analyzing a specific video. They look for the presence of moiré (a wavy pattern that is not present on the subject and is caused by the superimposition of one image on another and the arrangement of pixels on the sensor) around images, jitter, speech delays, splicing . , interruption of audio streams and histogram functions.
