The Ministry of Digital Development is considering the possibility of introducing a tariff for those Russian companies that have not imported foreign software. This was stated by the head of the department, Maksut Shadayev.

According to the minister, the introduction of payment will help to “equalize” foreign software with Russian software. Shadayev admitted that companies have learned to work in conditions of sanctions and bans and have adapted to install updates for foreign products.

In this regard, the Ministry of Digital Development will create additional economic incentives for the transition to Russian solutions. According to Shadayev, these measures “must be associated with certain fiscal motivations.”

“And secondly, after all, if foreign software is used, in any case we are discussing the question of introducing a certain fee, a fee for the use of foreign software,” Shadayev noted, quoted by TASS.

The head of the Ministry of Digital Development clarified that if a company does not find it profitable to switch to national software, its tax burden must be reduced.

Shadayev called the introduction of the tariff an “unpopular measure”, but expressed confidence that such a step would “level” the conditions for the introduction of domestic software and the continued use of foreign software.

Starting January 1, 2025, all Russian state-owned companies will have to switch to Russian operating systems, office packages and antiviruses.
