The Ministry of Finance presented data from the Federal Tax Service with the distribution of personal income tax collections into four income groups. In 2023, 167 thousand citizens, or 0.3% of all income tax payers, received income of more than 10 million rubles per year. This was reported by the Vedomosti newspaper with reference to materials from the Ministry of Finance.

It was this group of workers that provided almost a fifth of all personal income tax revenue (19%) in 2023 – 1.2 trillion rubles. Citizens’ income exceeding 5 million rubles was taxed at an increased rate of 15%.
The majority of personal income tax payers (82.1%) have annual income of up to 1 million rubles before taxes. This group numbers 53.6 million people throughout Russia and contributes 38% of all budget revenues from personal income tax (according to the results of 2023), or 2.5 trillion rubles.
The same amount of taxes came from workers with annual incomes of 1 million to 5 million rubles. In Russia there are 11.2 million (17.1% of all individuals).
The budget received less from citizens with incomes of 5 to 10 million rubles – 323 billion rubles. In 2023, 364 thousand people had this income.
In total, there are 65.3 million personal income tax payers in the country, according to data from the Ministry of Finance. At the same time, according to Rosstat, at the beginning of 2023 there were 83.4 million people of working age in the country.
- At the end of May, the Ministry of Finance presented a package of bills to change the tax system; The amendments, among other things, introduced a five-tier progressive personal income tax scale.
- It is proposed to establish a rate of 13% for citizens with incomes up to 2.4 million rubles per year, 15% – from 2.4 million to 5 million rubles per year, 18% – from 5 million to 20 million rubles per year and 22% – plus 50 million rubles per year. The tax increase will not be applied to the total amount of income, but only to the excess of the threshold.
- Since 2021, Russia has two levels of personal income tax: 13% for citizens with incomes up to 5 million rubles and 15% for those who earn more than this amount. From the materials of the Ministry of Finance it follows that the deepening of the progression of personal income tax will bring an additional 533 billion rubles to the budget.
