A bill on a complete ban on the sale of vaporizers was submitted to the State Duma. Its goal is to preserve the health of Russian citizens, as well as establish a total ban on the sale of liquids and devices for their administration that contain or do not contain nicotine.

The authors of the bill are deputies from the LDPR, the Communist Party of the Russian Federation, the SZRP and the “New People” parties, headed by the chairman of the State Duma for Social Policy, Yaroslav Nilov.

The document proposes to amend the law on the protection of citizens’ health.

From the explanatory note it follows that vaporizers of liquids containing and without nicotine, which are promoted as a safe alternative to tobacco, cause irreparable damage to the health of smokers and the environment.

In addition, every year in Russia, against the background of a decrease in the consumption of traditional cigarettes, the number of vapers grows. According to experts, about 4 million people in Russia use electronic cigarettes.

The Russian government’s conclusion on the bill notes that a complete ban on the sale of electronic cigarettes could lead to an increase in the illegal circulation of these products. The review indicates that the project requires conceptual reworking.

According to the Ministry of Health, in the last decade the number of smokers in Russia has decreased from 41% to 33%. At the same time, vaping consumption quadrupled from 2019 to 2023.
