The Starliner spacecraft has been plagued by problems including a failed uncrewed test flight, numerous delays, and a recent helium leak in the propulsion system. Despite the leak, Boeing and NASA decided to proceed with the launch by taking a calculated risk: there is a 1% chance of the propulsion system failing in orbit.
