The initiative’s authors “recommend a ban on the retail sale of nicotine (including those obtained by synthesis) or its derivatives (including nicotine salts), as well as nicotine-containing and nicotine-free liquids and devices for their delivery.”

The ban will lead to a loss of federal budget revenue, but, according to the authors, it is more important to protect the health of citizens, and the illegal trade in electronic cigarettes is already quite large, and its suppression is the task of law enforcement agencies.

The authors of the initiative, citing experts, note that currently about four million people smoke electronic cigarettes in Russia. At the same time, according to the Ministry of Health, the number of e-cigarette users among young people increased tenfold at the beginning of last year compared to 2011, when the sale of e-cigarettes began in Russia.
