The bug does not negatively affect AMD processors.

If you’re using Windows 10 or Windows 11 and your PC has an Intel processor, it’s likely that an error found in Windows Defender is negatively affecting your PC’s performance.

The problem was discovered by TechPowerUp Software Associate (TPU) Kevin Glynn. The TPU is known for developing popular system utilities like GPU-Z, MemTest64, ThrottleStop, and RealTemp. When Glynn was working on ThrottleStop, a bug was discovered in Windows Defender.

Based on testing by Kevin Glynn, Defender “will randomly start using the seven hardware performance counters provided by Intel Core processors.” This causes Windows Defender to use excessive CPU time, which can cause a significant slowdown in your system performance. The example Glynn gives is “A Core i9-10850K running at 5.00GHz loses 1,000 Cinebench points (or 6%).”

The issue is caused by Windows Defender only and is therefore not a fault of the Intel chips. There is currently no official solution from Microsoft. Glynn hopes that Microsoft will pay attention to this issue and release a new patch soon.

In the meantime, if you don’t mind installing some software, there is a solution available. ThrottleStop v9.5 of TPU includes a feature that you will find in Options called “Windows Defender Boost”. When enabled, ThrottleStop triggers a programmable timer that Windows Defender detects as user software trying to use one of the counters and responds by disabling all of them. The TPU utility can also achieve the same result, but it does so with a “Reset” button that can detect when Defender starts using all seven performance counters.

Using either method will not affect the functionality of Windows Defender, but should only be a temporary fix. I hope Microsoft takes note of this and has someone contact Glynn to discuss what they found in detail.
