The government is considering possible changes to the conditions of IT mortgages. Employees of accredited companies in Moscow and St. Petersburg may be deprived of the right to a mortgage at a preferential rate, sources told Vedomosti.

The Ministry of Digital Development and the Ministry of Finance, on behalf of Deputy Prime Minister Dmitry Grigorenko, should work on the issue of extending the IT preferential mortgage program by June 20, 2024, the vice president’s office told the publication . The representative of the Ministry of Digital Development also noted that the department is discussing “parameters to continue with the program.”

Grigorenko had also given prior instructions to these departments to agree on the allocation of an additional 28.5 billion rubles to subsidize mortgage loans already issued by banks, Kommersant writes, citing the text of the order. Ministries must prepare amendments by June 28 for the second reading of the draft federal budget for 2024 and the planning period of 2025 and 2026.

The lack of funds to sell the already issued mortgage was confirmed by the publication’s source at one of the largest banks. According to him, banks grant loans at a reduced rate with their own funds and only then the program operator, DOM.RF, covers the costs. Depending on the credit institution where the interlocutor of the publication works, the total amount of funds may be exhausted very soon, but only the program operator can assess whether the declared additional volume will be sufficient.

Since the start of the program, more than 70 thousand specialists have used it for 630 billion rubles. This is 50% of last year’s figures, a representative of the Ministry of Digital Development told Vedomosti. Kommersant has other figures, also with reference to the department: more than 66 thousand people benefited from the program, the total volume of loans amounted to 591 billion rubles. Despite the difference in estimates, Kommersant also writes that “the expected support indicators for last year were exceeded by more than 50%.”

The IT mortgage is a preferential mortgage for specialists between 18 and 50 years old working in IT companies accredited by the Ministry of Digital Development. The maximum loan amount for the purchase of housing in Moscow was 18 million rubles. The program is valid from summer 2022.
