The document transfers to Roskomnadzor the authority of the Ministry of Digital Development to recognize the site as “mirrors” of previously blocked prohibited portals and comes into force from the moment of its publication.
According to the new rules, the RKN will now be able to independently recognize sites as copies of banned sites and block them according to its own decision. Previously, copyright holders or representatives of federal authorities contacted the Ministry of Digital Development when “mirrors” were discovered.
Only after the department recognized the site as a copy of a banned site, the case was passed to the RKN, which has already notified hosting providers, telecom operators and search engines about the need to block. The new law excludes the Ministry of Digital Development from the chain and transfers all powers directly to the RKN.
