Vladimir Putin signed a law excluding the MTPL policy from the list of mandatory documents required for registering a car. The document was published on the legal information portal.

According to current regulations, it will not be possible to register a car without having a compulsory motor vehicle liability insurance policy on hand.

The law signed by the president also excludes the availability of a compulsory civil liability insurance policy for the new registration of a car in the event of a change of ownership. In addition, the document allows the car to be deregistered at the State Traffic Safety Inspectorate immediately after the sale, if the contract was concluded before a notary or at the State Services.

The rules listed in the law will come into force on March 1, 2025.
