Russian banks have not complained about their lack of technical preparation to comply with the rules on electronic registration of summons. Credit institutions point to possible problems when granting mortgages to clients who, after signing the agreement, will be recognized as evaders.

According to RBC, referring to the appeal of the National Council for the Financial Market (NSFR) sent to the head of the Central Bank Elvira Nabiullina and Deputy Prime Minister Dmitry Grigorenko, the procedure for interaction between market participants and the Ministry of Defense has not yet been determined.

At the same time, according to the law on the digitalization of military records, banks are obliged to refuse to grant loans to draft evaders.

The authors of the appeal indicate that the launch of the electronic registration of conscripts and persons liable for military service is planned for the autumn. At the same time, the letter notes, the procedure for interaction with the Russian Ministry of Defence has not been established.

“The question of joining banks and giving them access to the register arose a long time ago, but it was not resolved and remained in limbo,” explains NSFR President Andrei Emelin.

He added that to date the operating procedure, data transmission channels and technical access parameters have not been determined.

Emelin stressed that banks may not have time to prepare their systems by the specified date – November 1, 2024.

“We are politely sounding the alarm,” says the head of the NSFR.

In April 2024, the Russian government published a decree outlining the rules for the operation of the Unified Military Register. Its development should be completed by October 31.

According to the new rules, summons will be sent to citizens directly to their personal account in Gosluslugi. The authorities will consider it served seven days after it appears in the register and regardless of whether the citizen has seen it.

20 days after the appearance of the summons in the specified registry, the citizen will be restricted from leaving the country, opening an individual entrepreneur, and some real estate transactions.
