In Russia, fees for going to court in civil cases are to be increased. This may discourage debt collectors when faced with “bad debts”. The opportunity to protect their rights will also be reduced, Oksana Soboleva, an expert from the Bishenov&Partners law firm, told Prime this.

Most likely, fees will increase when filing applications with courts of general jurisdiction. These include filing a claim, a property claim up to 100 thousand rubles, divorce, appeals and cassation appeals, etc.

Not only companies, but also individuals will pay more. According to the expert, this will make it more difficult for people with low incomes to access legal protection, because this fee is a heavy blow to the budget.

He notes that an individual will have to pay almost 17 times more to file a claim: instead of 300, it will cost 5,000 rubles.

“For companies, the amount of tax has increased from 6,000 to 20,000 rubles. This can seriously affect the decision of citizens and organizations to go to court and defend their rights,” he says.

The expert also notes a positive impact. The number of cases of mass appeals to courts without sufficient grounds may decrease. Unscrupulous collectors may also fear the possibility of being left with nothing and having to pay a fee. It will most likely be impractical to collect debts worth several thousand rubles. But loans may also become more expensive, which will increase inflation.

We previously wrote that non-performing debt on retail loans (excluding mortgages) at banks has increased by 6.4% since the beginning of 2024. The increase was 1.6 times higher than that for the whole of 2023.
