The Federal Antimonopoly Service has identified violations of the 25% quota rule for large retail chains in Russian regions.

The FAS analysis found that networks, whose share in 2022 exceeded 25%, began to expand and open new points. Such violations were recorded in 41 regions. The service has ordered local authorities to conduct further investigation.
If territorial authorities confirm violations, the department intends to invalidate the transactions in court.
Art. 14 of the “Trade” Law prohibits large companies from expanding into a given territory if their share of the local market reaches 25% of the total volume of goods sold.
