Kommersant’s sources reported that some Russian telecom operators have begun to hold back technical solutions to speed up YouTube.
They made this decision because Roskomnadzor and the Ministry of Digital Development have not met the requirements for the statement that the service is not blocked in the country. According to one of the interlocutors in the telecom market, the introduction of means to prevent slowdowns is already reaching court proceedings across the country.
One message from the operators says that user traffic is being redirected from Google’s Russian servers to Europe.
Some operators are looking for an opportunity to attract new subscribers before the active season by using funds in a roundabout way. At the same time, they believe that responsibility for them is unlikely, since there is no government ban on YouTube, such operators interpret this to their advantage.

The president of the Rosteleset association said that he does not see any violations in these actions. The lawyers interviewed also consider such decisions to be legal. [Коммерсантъ]
