Judge Waverley Crenshaw Jr. criticized the system for persistent data and programming errors that led to erroneous eligibility determinations and false denials.
TennCare Connect was designed to simplify the process of determining eligibility for state-run programs by analyzing income and health information. However, the system often did not upload the correct data, assigned the wrong families and made incorrect eligibility decisions.
Judge Crenshaw emphasized that obtaining necessary medical care should not depend on “the luck, determination and diligence of an attorney.”
