  • Overtime will be paid more — Now, payment will be calculated based on the employee’s full salary and will include compensation and incentive payments. For the first two hours of additional work, he or she will be paid at least one and a half times the rate, and for each subsequent hour – at least double. Previously, overtime was paid based on the rate or salary, without taking into account bonuses and other payments.
  • Alcohol coupons will become more expensive — the price of special federal stamps will rise to 2,050 rubles per 1,000 pieces (previously it cost 1,890 rubles without VAT). The Ministry of Finance explained the increase by the acceleration of inflation, rising prices for raw materials, logistics and wage indexation.
  • Sole proprietors Now You must indicate in EGAIS the address of each of your points of sale where beer is sold in kegs.and attach a Federal Address Information System (FIAS) code to the address. A new identifier will be automatically generated for each EGAIS point.   • Companies will begin to appeal against refusals through the State Services. Pre-trial appeal has been made mandatory for 194 types of permits, and eight more will be added as of December 31. Applications through the portal will be processed within 15 days.
  • Importers will start paying the ecological tax in a new way. They were divided between those who import goods and packaging from the EAEU countries (Armenia, Belarus, Kazakhstan, Kyrgyzstan) and those who import them from other countries. The latter will now have to pay the environmental fee until the day the customs releases the goods to the domestic market, or independently dispose of waste from the use of the goods. Previously, manufacturers and importers paid environmental fees once a year, in April.

An experiment is also underway on the labelling of certain medical devices.

  • Offshore companies are prohibited from being concessionaires in the housing and communal services sector.. Such legal entities may not act as concessionaires in relation to heat supply installations, centralised hot or cold water supply systems, sanitation or individual installations of such systems.
  • Requirements for founders of management companies (MC) have been tightened. The data of management companies whose licences have been revoked will begin to be incorporated into the register of disqualified persons. They will not be able to create a management company again until the information is removed from the register. In addition, the founders must not have impeccable convictions or pending convictions for crimes in the economic field, as well as moderate, serious and especially serious crimes.
  • State and municipal information systems, as well as systems of unitary enterprises and government institutions must use the services of hosting providers whose servers are located exclusively in RussiaThey must also have a Russian legal entity and be connected to the state system for combating cyberattacks.
  • Movie rental certificates will begin to be issued electronicallyPaper documents will be replaced by a special state register, and an electronic extract from it will be a national film certificate.
  • The ability to issue loans and variable rate loans is limited.. The variable rate will be maintained only for large consumer loans and loans such as mortgages. The minimum amount of such a loan is set at the level of the average monthly nominal salary multiplied by 1000. It is now prohibited to grant loans and borrowings with a variable rate for a smaller amount.
