Officials continue to use Telegram even after concerns about the arrest of Pavel Durov. For official correspondence, it is recommended to use the Sreda service, but even there it is forbidden to transmit state secrets. In late August, employees of the department received an explanation stating that in order to prevent information security threats associated with the use of instant messengers, including Telegram, they should use the automated workstation for civil servants “Sreda” (AWS GS) by early September.
The Ministry of Industry and Trade did not comment on this information to RBC, but reported that they have been using AWS GS communication services since 2022. The publication also notes that a few days before the letter from the Ministry of Industry and Trade, Telegram founder Pavel Durov was detained at Paris’s Le Bourget airport.
Despite the instructions to transfer official correspondence via instant messengers, officials still actively use Telegram for various purposes. The Ministry of Industry and Trade, the Ministry of Digital Development, the Ministry of Finance, the Federal Antimonopoly Service, the Ministry of Economic Development and other departments maintain their channels on the site. Almost all representatives of press services use this method of communication; journalists.
The source of the publication’s information in one of the departments also said that national communication services will be used only for professional activities, there are no prohibitions on communication for personal purposes;
South Korean police have accused Telegram Corporation of complicity in sexual crimes. An internal investigation has been launched against the messenger.
