Roskomnadzor’s project to register “ten thousand” bloggers appeared in the database of legal acts on September 5, 2024. The regulator proposed to collect from bloggers not only the full names and data of their legal entities and individual entrepreneurs, in case of registration, but also the phone numbers and email addresses that were specified when creating the page, and the IP addresses associated with their profiles. Now the project page says that it has been “deleted.”

The department did not name the reasons for the incident. TASS writes that the reason for the appearance of the document was presumably a technical failure. Currently, the portal indicates that the project has been removed. Usually, this message appears due to technical problems with the publication of the document.

The original version of the document stated that bloggers were required to provide information electronically on Roskomnadzor’s website or by email. The department gave 7 working days to verify the information. Then another three days are given to make a decision on whether to include the list, and another three days to notify the blogger.

A page may be removed from the list if it violates Law No. 149 “On Information, Information Technologies and Information Protection”, if it is deleted and if the audience is less than 10 thousand people. There is also the possibility of re-inclusion on the list.

The explanatory note to the draft states that information about the name of the personal page and the index of the personal page are open and publicly available and are posted on the official website of Roskomnadzor within one business day from the date the information is included in the list.

The innovation is applied to social networks Likee, TikTok, Twitter, YouTube, VKontakte, Odnoklassniki, Telegram, LiveJournal, Pikabu, Pinterest, Rutube, Zen, Twich, Discord and Yappy.

This document has already been deleted. It will probably reappear in the database after a while, perhaps it will be corrected. RB.RU will return to this topic later and publish official information from the department.
