The National Technology Initiative Project Support Fund (NTI Fund) has filed a claim with the Moscow Arbitration Court seeking to recover 104 million rubles in fines from the Russian microelectronics manufacturer JSC NPF Mikran under a grant agreement, the court’s press service told RB.RU.

“The plaintiff is seeking to recover penalties under the grant agreement in the amount of 104.1 million rubles,” the court’s response reads. The court did not clarify what kind of grant is in question.
The NTI Foundation collaborated with the Tomsk University of Control Systems and Radioelectronics (TUSUR), whose strategic partner is Micran. In 2020, Micran received a grant from the Russian Venture Company for the development of domestic 5G modules for medium and large service areas, with the work scheduled to be completed in 2022. The size of the grant was not specified. The company also manufactured equipment for MTS as part of a 5G pilot project in Tomsk. The Stotons did not respond to RB.RU’s request.
A month earlier, the Russian Ministry of Defense filed a lawsuit against Micran. The ministry demanded a fine of 16.2 million rubles from the company. The hearing of the case is scheduled for October 7 and will be held behind closed doors. In July, the Bryansk Automobile Plant (BAZ) demanded 410.8 million rubles from Mikran; the case is also being considered behind closed doors. In April, the Almaz-Antey concern filed a lawsuit against Mikran for 217 million rubles – we are talking about penalties under the 2017 contract.
In turn, Mikran is seeking to recover 14 million rubles from LLC RTKOMM.RU, from JSC Information Satellite Systems named after him, another 7 million rubles from Academician Reshetnev, and 174 million rubles from BAZ. In the last two cases, the Ministry of Defense of the Russian Federation acts as a third party.
Gazprom has bought 90% of Micran. The company’s turnover in 2023 will amount to 7.3 billion rubles.
