The most vulnerable sectors of the Russian economy due to staff shortages are now retail trade organizations, the logistics sector and the construction sector. Details are provided by Vedomosti citing the results of a study conducted by analysts from the Institute for Statistical Research and Knowledge Economy (ISSEK) of the National Research University Higher School of Economics.

The most tense situation in the search for new employees is observed in these industries. The data are presented in the expert report entitled “The labour market in certain sectors of the Russian economy: the current situation and the expected direction of change”.
The experts developed the Vulnerability of Workforce Index (VSI). It is the weighted average of the differences between estimates provided by business leaders for two indicators – actual employment and skills shortages – compared to long-term average levels. A high value of the index indicates a tense situation with the influx of new workers. A UCI value above 7 is critical.
The study was conducted in blue-collar industries because they employ half of all workers in the corporate sector of the economy. More than 20,000 people were surveyed and a workforce vulnerability index (VVI) was compiled.
It turned out that the highest index was recorded in the construction industry (11.5), logistics (9.6), services (8.5), passenger transport (8.4) and the electric power industry (7.4).
The Russian government plans to retrain 1.5 million qualified specialists between 2025 and 2030 to replenish staff in priority sectors of the economy. The federal project “Active Measures to Promote Employment” will help in this.
