The Central Bank of the Russian Federation has put forward a proposal to oblige Russian banks to provide their clients with the opportunity to make transactions in digital rubles, and trade and service companies with annual revenues of more than 30 million rubles to start accepting payments in digital rubles. The Bank of Russia has already sent proposals to amend the legislation to the Ministry of Finance. These are systemically important credit institutions, which should start working with the new ruble format from July 2025. Other banks with a universal license are given an additional year, and other credit institutions – until July 2027.
“In addition, it is planned to set deadlines for mandatory acceptance of payments in digital rubles for trade and service companies (TSP). Companies with annual revenues of more than 30 million rubles will be required to do so from July 1, 2025, more than 20 million rubles – from July 1, 2026, all others – from July 1, 2027,” the publication says.
After the mass launch of digital rubles, banks and merchants will be able to start accepting them as soon as their systems are ready, perhaps even before the deadlines indicated in the document.
As for payment for purchases in digital rubles, it will be carried out using a universal QR code based on NSPK, which eliminates additional costs for banks and retail companies.
The total number of participants in the pilot project on the use of the real digital ruble will increase significantly, the Central Bank of the Russian Federation announced this at the end of August. If previously 600 people and 22 companies participated in the program, now up to 9,000 people and 1,200 companies will participate.
