The Ministry of Digital Development plans to change the rules for the provision of telephone services.
They will be adjusted in connection with the law signed by Putin on the purchase of a SIM card. Thus, when concluding a contract, an identity card can be verified: for foreigners by biometrics, and for citizens of the Russian Federation – by biometrics, using a passport and the state services portal or through an authorized cabinet organization.
If a subscriber exceeds the allowed number of SIM cards, operators will notify them. If they do not reduce it, all numbers will be blocked. What are the restrictions:
• for Russians: no more than 20 SIM cards
• for foreigners: no more than 10 SIM cards
The issue with SIM cards for Russian citizens can be resolved by November 1, 2025, and for foreigners – by July 1, 2025.
Finally, payment in cash will only be possible at authorized organizations and only upon confirmation of the payer’s identity. [ТАСС]
