The document outlines measures to develop human resources in the field of information technologies, including training, retraining and employment of specialists. In the current version of the project, the programme’s expenditure will amount to 41.3 billion rubles from the budget and 630 million rubles from extra-budgetary sources.

One of the key initiatives will be the creation of an IT system for confirming the competence of software developers and other industry experts. The system will allow employers to reduce the time needed to fill vacancies and specialists will be able to confirm their skills. The budget for the creation of this system is 630 million rubles.

According to forecasts, 20 thousand specialists will be able to confirm their skills in the system by 2025, and by 2030 this number will increase to 250 thousand people. By 2030, the number of IT personnel in Russia is planned to increase by 1.5 million people, as the head of the Ministry of Digital Development Maksut Shadayev previously reported.

Deputy Prime Minister Dmitry Grigorenko noted that the system will increase confidence in the qualifications of IT specialists and help companies quickly find suitable employees. The specialists themselves will receive competitive advantages in employment.

IT industry representatives support the idea of ​​the system, believing that it will simplify the hiring process by focusing on real skills rather than formal education or experience. However, market participants emphasize the importance of regularly updating test items and the flexibility of the system to meet industry needs.

  • As Head Hunter calculated for RB.RU, in January-June 2024, the average salary offered for IT specialists in Russia was 77 thousand rubles. This is 30% more than in the same period in 2023. The demand for IT specialists increased by 19% year-on-year, while the number of resumes increased by only 7%.
  • In August, companies began to increasingly seek IT specialists with knowledge of Chinese and Korean. According to hh.ru, such employees are sought primarily by retail companies, financial and telecommunications industries to negotiate with Chinese partners.
