The State Duma has approved in the first reading a bill on the protection of the rights of Internet subscription users. Amendments to the law “On the protection of consumer rights” are being made and are published on the website of the lower house of parliament.

The bill requires digital services to provide subscribers with full information about the terms of their subscription and how to cancel it before signing a contract.

Currently, users are having difficulty tracking and cancelling subscriptions after the trial period has ended, as stated in the explanatory note to the document. State Duma Speaker Vyacheslav Volodin also stated that citizens complained about “excessive write-offs” of money from bank accounts.

What will be included in the user agreement:

  • Duration of the contract.
  • The amount of the periodic payment or the procedure for determining it.
  • The payment term or frequency of the next payment.
  • Details of the website that provides information on how to unsubscribe.

The authors of the bill clarified that the agreement will be valid until the last day of the paid period, inclusive, in order to “avoid abuses by consumers.”

In addition, subscription sellers will be prohibited from debiting bank accounts designated as payment instruments if the consumer decides to cancel the contract.

If adopted, the amendments will enter into force on 1 March 2025.
