The number of Russians who want to become entrepreneurs in 2024 (compared to 2023) decreased by 5%. The opportunity to start their own business is hampered by the lack of the necessary amount of funds, bureaucracy and increased taxes due to tax reform, according to the results of a study by SuperJob and Fintablo.

The study was conducted in August based on a survey of more than 3,000 economically active population living in 571 localities.
In 2024, the number of Russian citizens who want to become entrepreneurs decreased by 5% compared to 2023. Compared to 2021, the figure fell by 12%.
The category of citizens most interested in starting their own business are respondents under 34 years old (29%). 28% of the study participants with an income of 100 thousand rubles admitted their desire to become entrepreneurs, among respondents with low incomes, only one in five expressed a desire to do so.
“Most newcomers to business have no idea how to manage finances and are afraid of it, especially in the context of tax changes,” Fintablo said.
According to the survey results, almost 70% of entrepreneurs had a negative attitude towards the increase in the tax on the simplified tax system in 2025. From January 1, 2025, amendments to the Tax Code will come into force, which will lead to large-scale changes in corporate and personal taxation.
