The chairman of the St. Petersburg Transport Committee, Dmitry Vanchkov, at an open meeting with couriers and delivery companies, proposed creating a register that would include couriers using electric scooters, bicycles and other personal mobility (IM) devices. To this end, the committee can conclude an agreement with delivery service operators, similar to the agreement between the committee and kick-sharing services, which has been concluded annually since 2021.

Each messenger and SIM is expected to have a unique registration number. The first one, Vanchkov clarifies, will have to be placed in the bag. In addition, couriers will take a knowledge test on traffic rules.

On the other hand, the president of the Transport Commission proposed to verify all users of rental SIM cards through State Services or banking applications.

Similar measures regarding postal services are already in force in Moscow. As of May 15, 2024, they must comply with certain appearance standards; From October 1, they will introduce requirements for the registration number, and from May 1, 2025, for transport.

The Ministry of Transport proposed in September to register SIM in a special federal register. Under the bill he introduced, SIM card owners will receive a registration sticker and sign (analogous to a car license plate and QR code).
