“The decision was made to ensure the stabilization of society and the preservation of the architecture of Elbrus processors,” they said in the press service of the Ministry of Industry and Trade.

Sources point out that the Ministry of Industry and Commerce decided to introduce external management in the MCST two weeks ago. The company will now be run by NPC Elvis. Current data on the company’s financial condition and shareholders are not disclosed; The latest financial statements date back to 2018: revenue amounted to 2.08 billion rubles, net profit – 40 million rubles.

In 2023, the Rosatom structure (NPO Critical Information Systems) showed interest in purchasing MCST, but the deal did not come to fruition. In addition, the company planned to move production facilities to the Mikron plant, but this did not take place.

The new director, NPC Elvis, is also developing chips, likely indicating an attempt to “unite the efforts of two developers” to improve the efficiency of both companies, one of the sources said.

The reason for the introduction of external control in the MCST could be non-compliance with the state defense order. The company’s developments “came to a standstill” due to a lack of glass produced in Taiwan, said a Vedomosti source at one of the defense companies.

External management does not mean the transfer of ownership rights to shares or shares to other persons. The managing organization has powers related only to the management of the company and must ensure “the prompt and uninterrupted execution of the state defense order,” Pen & Paper lawyer Maria Knyazeva noted.

Last September, Kommersant reported that MCST intends to develop a new Elbrus-B processor. The project required an investment of about 30 billion rubles. The initiative was presented by the advisor to the deputy head of Rostec, Evgeny Babayan, son of the founder of the MCST, Boris Babayan.
