The Ministry of Economic Development has proposed measures to combat the practice of companies registering their permanent employees as self-employed. This was reported by Vedomosti referring to the draft law “On the platform economy” prepared by the department.

Under the initiative, operators of platforms through which freelancers obtain orders will have to limit the provision of services to one contractor per client on an ongoing basis. In addition, self-employed workers will not be able to accept orders from former employers with whom they previously had an employment relationship.
The government will put limits on the amount of time and orders that a freelancer can carry out for a specific client. These indicators will vary depending on the field of activity.
To implement these measures, it is planned to connect platform operators to the Federal Tax Service (FTS) system, according to a source familiar with the discussion of the bill. This will allow you to check whether the freelancer and the client previously had an employment relationship.
In 2019, a special tax regime for self-employed workers was introduced. According to data from the end of 2023, the number of self-employed workers exceeded 9.3 million people and their total income reached 3 trillion rubles. In 2023, self-employed workers in Russia earned 1.4 trillion rubles, 48% more than the previous year. The number of users of the special tax regime increased by 39% in the year.
