The Russian government has proposed changing the methodology for calculating the cost of living starting in 2026. This was reported by Vedomosti, referring to the draft law on satellites presented to the State Duma together with the draft budget for the next three years.

The Cabinet of Ministers proposes to abandon the link with the average income and focus on the inflation rate of the previous year.

According to the amendments, it is proposed that the amount of indexation of the per capita subsistence minimum in Russia be determined annually by the federal budget law. Russian regions will set the value of the indicator until November 15, taking into account socio-economic groups and the regional differentiation coefficient.

Such a link, according to the authors of the proposal, should be used due to inflation risks. The Cabinet of Ministers believes that this scheme will make it possible to respond quickly to changes. In 2024, the cost of living of 15,453 rubles is linked to the average income of citizens (in 2023, 40,121 rubles). In 2025, it will increase by almost 15%, up to 17,733 rubles.

The cost of living growth rate is projected to be 4.5% in 2026 and 4% in 2027.

The cost of living in 2025 for the working population will be 19.3 thousand rubles, for retirees – 15.2 thousand rubles, for children – 17.2 thousand rubles. It is used to evaluate the needs of citizens; The size of social payments depends on it.
