The Ministry of Labor published a draft updated list of risk indicators for companies and proposed expanding it. These risks signal possible violations of labor laws by the employer.

Among the risk indicators proposed by the Ministry of Labor:
- work of a company or individual entrepreneur with 35 or more self-employed workers, if the average monthly income of these self-employed workers exceeds 35 thousand rubles and the duration of work is more than three months. At the same time, the proportion of the self-employed person’s income from working with this individual entrepreneur or company must exceed 90% of his total income;
- calculation of salaries for each month of the previous quarter below the level of the minimum wage (19,242 rubles in 2024) for 60 or more employees, if their share exceeds 50% of the staff;
- a decrease in payroll (payroll fund) by 80% (or more) in a quarter with a constant workforce (with a number of employees of 15 people);
- Salary reduction for 25% or more of a medical organization’s employees.
Currently in Russia there is a moratorium on unscheduled commercial inspections, if risk indicators are detected, an inspection can be ordered.
