The courier was found guilty of committing a crime provided for in Part 2 of Article 13.41 of the Administrative Code (failure to delete information or a page on the Internet if such an obligation is provided for by the legislation of the Russian Federation), the message says.

The article provides for sanctions for legal entities in the form of a fine from 800 thousand to 4 million rubles. Thus, Telegram received the maximum fine. It is not specified which information published on the platform became the reason for the administrative case.

In recent days, Russian users have complained about problems with Telegram. According to Downdetector, Messenger access issues were reported, in particular, on October 10 and 12.

Complaints came from users from St. Petersburg, Leningrad Region, Moscow and the Moscow Region, as well as residents of the Stavropol Territory, Ingushetia, Krasnodar Territory, Chechnya and Dagestan, some of whom noted that the problems arise mainly among Megafon clients. A representative of the operator told RB.RU that the company was not involved in the failures. “Our network is working normally. Perhaps difficulties arose on the part of the service itself or for external reasons,” he noted.
