The agency proposes increasing the number of paid parking spaces near high-rise buildings and significantly reducing the number of free parking spaces. The authors of the initiative believe that this will help the development of public transport and reduce the level of motorization.

The Ministry of Construction, together with the Ministry of the Interior and the Ministry of Transport, will adjust the rules for parking spaces. The changes are scheduled to be approved by the end of 2025; The new rules could come into force in early 2026.

According to the commercial director of the Granel company, Elina Khannanova, flexible parking rationing will allow optimizing the construction costs of residential complexes. He points out that not all buyers are willing to pay for parking spaces. Other experts interviewed by the newspaper admitted that demand for housing without parking may decrease.

The press service of the Ministry of Transport clarified that the roadmap provides for an inventory of parking in cities, which, in its opinion, will reduce the load on the roads. The document also indicates that the Ministry of the Interior plans to modify traffic regulations until May 2025, prohibiting parking at electric vehicle charging places and limiting parking in residential areas for certain types of transport.

In the summer of 2023, it became known that developers could be forced to install electric vehicle charging stations near residential buildings during their construction. The Ministry of Construction was considering the possibility of allowing the installation of these types of objects without the consent of the owners.
