Roskomnadzor will block 4.5 million SIM cards of foreigners who have not been re-identified at the offices of Russian telecommunications operators. Representatives of the regulator reported this to TASS on the sidelines of the Spectrum forum.

“To date, around 3.8 million foreign citizens, owners of a total of 8.2 million numbers, have been re-identified at the offices of telecom operators. 4.5 million SIM cards whose owners did not show up at the offices at the specified time and did not pass data verification will be blocked,” RKN employees said.

According to them, in 2024 the department analyzed data from SIM cards of operators and identified 26 million numbers that were registered in the names of 11.5 million foreign citizens and stateless persons. All foreigners are now re-identified through a special system created by the regulator, their representatives clarified.

  • In July, the State Duma adopted a law that will limit the maximum number of numbers per subscriber.
  • According to the new rules, Russian citizens will be able to issue no more than 20 SIM cards per person, and foreigners – no more than 10.
  • The changes will come into effect for Russian citizens on April 1, 2025, and for foreigners on January 1 of the same year.
