Russian President Vladimir Putin has authorized Orbit Aviation LLC to acquire a 25% stake in the authorized capital of VSS Holding (Northern Capital Gateway LLC), which manages St. Petersburg’s Pulkovo Airport. The document is published on the official legal information portal.

The management company (MC) of Pulkovo Airport is VVSS. The shares belonged to several organizations through the Cypriot offshore company Talita Trading Limited, writes TASS. Shareholders include VTB Capital, Fraport AG, the Qatar Sovereign Fund and a consortium of international investors.
At the end of 2023, the VSS holding was created and the shares of the shareholders of Pulkovo Management Company were transferred there.
The presidential decree grants Orbit Aviation LLC the right to acquire 25% of VVSS Holding, which belongs to the German company Fraport AG (Fraport AG Frankfurt Airport Services Worldwide).
In September, VTB CEO Andrei Kostin announced that Fraport AG would sell its stake. According to him, among the interested buyers are all the owners of Russian airports. Fraport’s stake was previously estimated at €111 million.
Fraport AG is considered a major player in the airport business, including the management of Frankfurt International Airport.
Pulkovo is one of the three largest airports in Russia in terms of passenger traffic.
