The main recipients of the fund will be Rapidus, a state-owned chip factory established in November 2022, as well as other AI chip suppliers. Rapidus, backed by more than $500 million from the Japanese government and major technology and automotive companies such as SoftBank, Sony and NTT, will be a key part of Japan’s ambitious semiconductor plans.

Japanese Prime Minister Shigeru Ishiba confirmed the financing plan but did not specify how it would be implemented and emphasized that the government would not issue bonds to cover the deficit.
