“The GlobalCheck service is designed to check the availability of IP addresses and sites: blocked or not. GlobalCheck does not check the quality of the service. The SSOP Central Medical Center confirms that there are no changes in the quality of YouTube video service,” said a representative of the center.

The data that YouTube is available in Russia through the five largest mobile operators (Beeline, MTS, T2, Megafon, Rostelecom) appeared on GlobalCheck on the afternoon of November 14.

The day before, Mosfilm director Karen Shakhnazarov said she met with Vladimir Putin, who promised to “fix” YouTube’s slowdown. On November 15, presidential press secretary Dmitry Peskov confirmed that Putin promised to “look into this issue.” However, slowing down YouTube “is not on people’s list of priority issues,” the Kremlin spokesman added.

The video platform began to slow down in Russia at the end of July. RKN explained this as problems with Google servers, but the company said it had nothing to do with the failures. Before the slowdown, in early July, the service blocked the channels of several Russian musicians, including Shaman.
