A database with samples of the voices of cyber fraudsters will appear in Russia, said the head of the Ministry of Digital Development, Maksut Shadayev. He said this during his speech at the intersectoral conference “Customer safety comes first,” reports Interfax.

“A large package of anti-fraud measures is currently being discussed. Among these measures, for example, the need to create a database of biometric samples of fraudsters is discussed,” the minister said.

In his words, the database will allow telecommunications operators to end a call if the voice of one of the interlocutors matches the biometric sample of the criminal. The analysis will be carried out using artificial intelligence, and the interaction of operators with a single database will be prescribed at the legislative level, Shadayev added.

He explained that these measures will be included in the new “big law” aimed at increasing the cybersecurity of Russians.

Earlier, Deputy Prime Minister Dmitry Grigorenko announced that under the auspices of the national project “Data Economy” a unified anti-fraud platform would be created in Russia. The government will develop it jointly with the Bank of Russia. The initiative will guarantee interaction between the State and companies in the fight against cybercrime. The platform will help identify phishing sites, fraudulent phones and accounts, as well as suspicious bank transfers, according to the government website.

According to Russian Interior Minister Vladimir Kolokoltsev, the damage caused by cybercrime in Russia in the first nine months of 2024 exceeded 116 billion rubles. The minister stressed that the share of cybercrimes in total crimes reached 40%, and in the case of serious and especially serious crimes it is close to 60%.

Previously, Roskomnadzor published statistics on the leaking of personal data records of Russians. According to the department, more than 600 million records have appeared on the Internet since the beginning of the year, of which 500 million have been leaked.

In early November, the chairman of the working group of the All-Russian Union of Insurers, Vladimir Novikov, proposed paying up to 5,000 rubles to Russians affected by the leaks. The general limit of insurance coverage for damage caused by data breaches can be set at one billion rubles, depending on the volume of personal data stored by the company, the expert stressed.
