The State Duma approved in first reading a bill that would prohibit foreign agents from managing income “coming from the results of intellectual activity and brands,” as reported on the lower house’s website. According to his words, the deputies unanimously supported the initiative.

According to the amendments, the income of foreign agents will be credited to a special ruble account, the opening of which will be mandatory for the foreign agent or those who transfer fees to him. It will be possible to use this money only after the elimination of the status of a foreign agent, State Duma Chairman Vyacheslav Volodin said on Telegram.
He noted that the amount of payments to foreign agents, “according to experts, can reach tens of millions of rubles.” Money going to special accounts “can be credited to the budget by court decision,” Volodin added.
A bill prohibiting foreign agents from receiving funds from intellectual activities was introduced in the State Duma on November 14. According to Volodin, in the second reading the deputies plan to develop similar rules that will affect the income of foreign agents from the sale and lease of movable and immovable property, as well as “other” funds.
The registry of foreign agents is maintained by the Ministry of Justice. Currently, the ministry lists 885 individuals and companies, including media outlets, non-profit organizations and unregistered public associations.
