The State Duma, in the third final reading, adopted a law that will force online advertising distributors to pay a fee of 3% of quarterly revenues to the federal budget. The document was published in the legislative support system.

Amendments are being made to the Law “On Advertising”. The second reading of the document took place on December 10. According to him, advertising distributors and advertising system operators will have to contribute to the budget with the income “received from the sale of advertising distribution services.”
The fee will not apply to advertising placed on the websites of radio and television stations, news agencies and government organizations. The money received from royalties will be used to support copyright holders of Russian software in the relevant state registration and to develop information resources, the list of which will be established by the government.
Now the law must be approved by the Federation Council and signed by Vladimir Putin. After this change, the changes will take effect on April 1, 2025.
In early December, Forbes reported that the Federal Antimonopoly Service had developed criteria for classifying information as Internet advertising. It is assumed that advertising will be considered information published on marketplaces, classified ad sites and search engines.
On December 11, the deputy head of the State Duma Committee on Information Policy, Anton Gorelkin, noted that the markets will not be subject to the new rules on the deduction of 3% of quarterly income. “Markets are not subject to this fee; there will be separate regulations for them. “They are dedicated to promotion, not advertising,” said the deputy.
