Starting in 2030, electronics manufacturers in Russia will have to use domestic printed circuit boards. The launch of mass production of this type of plates at the companies Yadro, Aquarius, Rosatom and other companies is planned for 2028, a source close to the government told Kommersant.

According to him, such a period is indicated in the plan for the development of electronics and microelectronics in Russia until 2030, approved by the Cabinet of Ministers, and the Ministry of Industry and Trade is responsible for its implementation.
The department confirmed to the newspaper its intention to create additional capacity for the production of printed circuit boards. “In parallel, work is underway to proactively establish a point system, which will make the use of Russian printed circuit boards mandatory one to two years after the launch of factories,” said a representative of the Ministry of Industry and Trade.
The construction of a production facility for motherboards of levels 5, 6 and 7 (for servers, smartphones and computers) can be estimated at 15-20 billion rubles, a Kommersant source in the industry noted. According to him, such a price is only possible when foreign materials are used, including chemical consumables and machines. “With a complete substitution of imports, a company could cost several trillion rubles,” highlighted the newspaper’s interlocutor.
A source of the publication among the developers added that the launched projects will be designed solely for the electronics of their owners. “No production will be able to compete with Chinese products due to the replicability of components,” he noted, adding that the ban on the import of printed circuit boards will seriously reduce the competitiveness of Russian equipment.
Yadro reported that it has been producing class 7 plates at the Yadro Fab Dubna complex since April 2023. Investments in the project amounted to about 14 billion rubles; The boards produced are used solely for Yadro’s internal needs.
Aquarius President Dmitry Titov said that the company, together with the GS group and the state corporation Rosatom, plans to build a printed circuit board plant in the Moscow region. “These boards are used by manufacturers of portable electronic devices, from simple smartphones to medical products,” Titov emphasized. Aquarius’s investments will amount to about 2 billion rubles.
