The Ministry of Digital Development published on the portal of draft regulations a proposal to introduce additional requirements for software to be included in the ministry’s registry. The innovations imply that solutions must be compatible with two Russian operating systems (OS) of the same registry. Compatibility with one operating system from your list will be sufficient if the software is intended for a hardware and software complex.

Software registration from the Ministry of Digital Development provides the developer with a number of beneficial benefits: for example, he is exempt from paying VAT for listed software, receives the status of an IT company with corresponding employee benefits, development subsidies, access to public procurement, etc.
The document also stipulates factors that will give companies advantages in the aforementioned government procurements. For example, support for a Russian processor from the registration of the Ministry of Industry and Trade, support for domestic browsers, rights to development tools, etc.
The deadlines for the introduction of the requirements have also been announced: from June 1, 2025 they will apply to virtualization tools and office software, from January 1, 2026, to maintenance programs, cloud computing, data storage, etc., starting January 1. , 2027 – to industrial software and means to manage the organization’s processes.
It is also known that from January 1, 2025, the ability of state-owned companies to enter their internal software into the registry will be limited; Now only solutions that have no analogues will be included in the list. Maksut Shadayev previously spoke about this and other measures.
Those companies whose software is already registered in the registry will have to undergo verification, which is not critical for developers, but highly desirable, as the department explains: “Failure to meet additional criteria will not lead to exclusion from the registry, but yes to its implementation. in the future it will give an advantage in public procurement.”
New requirements for development tools (SDK) have also been developed. Now they should not contain sanctions restrictions regarding their use by the constituent entities of the Russian Federation. This can hurt developers who use SDKs from foreign copyright holders (for example, the Android SDK).
